1: Preheat oven to 400°F. 2: Chop the fennel and onion and transfer to large baking dish. 3: Coat in oil and spices and toss to combine. 4: Add in garlic heads with tops cut off. 5: Cover dish with foil and roast for 45 mins to 1 hour. 6: Remove from oven then add in roasted garlic and cream cheese, mix to combine. 7: Add cooked pasta and mix all together. 8: Serve with scallion and red pepper to finish.
